Hwy 9 / Norman, Oklahoma 73026 General Description The Compliance Officer is responsible for monitoring and analyzing casino activities, observing customers, employees, transactions and reporting to ensure compliance with Federal, State, and Tribal gaming laws and regulations as well as compliance with internal controls.
The Compliance Officer will ensure that the Gaming Operation meets the Minimum Internal Control Standards (MICS) of the National Indian Gaming Commission (NIGC), follows the policies and procedures as approved by the AST Gaming Commission and complies with the Tribal-State Compact.
The Compliance Officer is also responsible for communicating any instances of non-compliance or any material weaknesses in the casino's internal control system to casino management and to the Executive Director of the Gaming Commission.
The Compliance Officer works closely with other Compliance Officers in investigating criminal activities and will have the lead in directing investigations of casino-related financial improprieties, such as shortages, cage or vault theft, accounting fraud, etc.
In addition, the Compliance Officer will perform the duties of a licensing agent when necessary and assist with investigations to determine eligibility for a key or non-key gaming license.
The Internal Auditor is to ensure that gaming operation(s) meet Internal Control Standards (MICS) of the National Indian Gaming Commission (NIGC), follows approved policies and procedures, and complies with the Tribal-State Compact.
The Internal auditor is also responsible for communicating any instances of non-compliance or any material weaknesses in the casino’s internal control system.
The Internal Auditor will investigate criminal activities, and will have the lead in directing investigations of casino-related financial improprieties, such as shortages, cage or vault theft, accounting fraud, etc.
Responsibilities & Duties Maintains control over access to sensitive areas of gaming devices.
Conducts testing of gaming device computer control chips or EPROMS for verification of validity and authorized programming.
Inspects all gaming equipment and supplies for integrity and compliance with applicable laws and regulations.
Ensures accurate records are maintained.
Monitors table games and money drops for compliance in conjunction with the internal audit.
Monitors shipping, receiving, installation, relocation, removal, storage of gaming devices for security and compliance.
Conducts investigations on criminal and internal theft violations in conjunction with internal audit.
Writes reports and conducts necessary follow-up investigations on reported or observed violations or deficiencies and (along with Internal Audit) for Implementation of appropriate corrective action.
Works with outside regulatory or Law Enforcement officials as necessary.
Ensures that the casino fulfills all of its reporting requirements including, but not limited to; Title 31, IRS, NIGC, and the State.
Investigate and make recommendations regarding material exceptions or deviations.
Investigate and report findings on variances within the cage and vault.
In accordance with NIGC regulations conducts MICS audits twice a year.
Follow-up on previously reported violations and deviations to ensure that management corrective action has been taken.
Assist internal auditor and compliance officers as necessary.
Responsible for all gaming related issues in regards to auditing, compliance, controls, and effectiveness of operations.
Acts with discretion and confidentiality in handling sensitive material; required to sign and adhere to a confidentiality agreement.
Cross-train in licensing to assist licensing agent when necessary.
Performs other duties as assigned by the Executive Director.
Must adhere to Absentee Shawnee Tribe Personnel Policies and Drug and Alcohol Policies.
Qualifications Education and Qualifications High School Diploma or GED; an Associates or Bachelor's Degree in Accounting, Finance or other closely related business field is preferred; Combination of Education and work experience of one or more years will substitute the degree requirement.
One to two years prior auditing, gaming or regulatory experience.
Must have ability to inform and communicate verbally and in writing in diverse and challenging situations.
Must have ability to process information effectively, to learn new materials, identify and define problems and make decisions.
Must be able to interact with the public and fellow employees demonstrating respect, tact, courtesy, objectivity and maturity to develop an effective and cooperative working relationship.
Must be able to travel if necessary.
Must be able to pass a drug test for pre-employment.
Must have a valid Oklahoma Driver’s License.
Must be able to pass a background check and obtain an Absentee Shawnee Tribal Gaming License.
Physical Requirements and Working Conditions Must be able to sit, stand, stoop, bend or kneel for long periods of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking, hearing and visual acuity.
